The invention aims at solving the problems that the existing safety belt winding device adopts two independent locking devices, so that more parts need to be used; the structure of the safety belt winding device is more complicated; the size of the safety belt winding device is large; and the cost and the assembly difficulty are increased. The embodiment of the invention provides a safety belt winding device and an automobile safety belt device. In one aspect, the embodiment of the invention provides the safety belt winding device, which comprises a framework, a winding shaft, a rewinding elastic component, a limiting component, a locking gear, a locking device, a pre-tensioning device and a mechanical sensing device, wherein the locking device is used for receiving the action of the mechanical sensing device and the pre-tensioning device; and when the pre-tensioning device starts acting or the mechanical sensing device detects the abnormal condition, the locking gear is locked. The safety belt winding device provided by the embodiment of the invention has the advantages that the structure is more compact; the size is smaller; the weight is lighter; the assembly is also relatively simple; and the cost is relatively low.
