The scale and size of Chinas ports has grown dramatically in recent years, which has led to a conflict between port development and environmental protection. As environmental protection is a critical issue in China, Port Plan EIA should be more effective in order to address conflict from the beginning. While parts of the Port Plan EIA reports are problematic, such as not scientifically anaylize carrying capacity of port area, countermeasures and mitigations are not reasonable, key targets and environmental background are not clear. These issues have reduced the effectiveness of the Port Plan EIA. Therefore, the suggestions are made to promote Port Plan EIA in different level, carry out basic research work, and lay down Guideline, promote the relationship between the Plan EIA and Project EIA. In these ways, the effectiveness of Port Plan EIA could be increased and Port development could be optmized.
