The 'Trusted Computer System Evaluation Criteria', a Defense Department standard well-known to all major computer vendors, domestic and foreign, has influenced product plans for those vendors and has changed the methods of procuring computers, large and small. The seven-year-old standard, often referred to by its acronym, TCSEC, or by its cover color, the 'Orange Book', also has international repercussions, both in trade and in the emergence of competing standards from several foreign governments.
