The authors describes Oona, an intelligent decision support system (DSS) developed at the University of Pennsylvania for the US Coast Guard in conjunction with the Coast Guard R&D Center. As a DSS, Oona is a software tool that integrates data and models into a coherent system, thereby permitting more effective and economical use of application data and models. Data and models for support of vessel acquisition decisions are the primary application models currently available in Oona. These data and models are useful for cost analysis, performance analysis, and for forecasting costs and requirements. Although Oona was built with extensive use of artificial intelligence programming techniques, it is, in many ways, traditional in concept for a DSS. The authors describe some of the central model management system (MMS) design concepts implemented and/or planned for Oona.
