This paper advances previous research towards developing a rule-based system for demand estimation in transit planning. The paper introduces and applies the concept of set covering model for extracting the set of rules. Fuzzy sets are used to represent the data. The system is used to estimate the potential bus ridership between different census tract pairs. A case study is presented to illustrate fuzzification of the data and the rule extraction using the set covering approach.
