A typical supervisory control hierarchy in a military command and control environment consists of an operations center consisting of several operators and a single director which is responsible for supervising the operators. The workload assignments are typically divided by functions; consequently, the operations of the center involves coordination and interaction among the crew members to produce a product. The director of the operations center is responsible for supervising the process. This paper discusses an approach to modeling the behavior of a crew within the domain of a satellite operations center. The proposed model describes the interaction and coordination among the crew members and the interaction of each crew member with the system.
