Transport policy reflects the main features of any country or nation state. This general statement is especially true as it concerns France. Three main characteristics shape the French mentality, and those characteristics shape French transport policy as well, namely centralization, state intervention, and rationalism. However, it might be more precise to state “have for a long time shaped” because, in recent years, considerable effort has been undertaken to counter centralization and state intervention. The first three parts of this paper are devoted to these three long‐lasting issues, namely decentralization, liberalism and harmonization. The fourth deals with new topics which are presently emerging, due especially to European integration.
