Abstract Recently, the workload of Air Traffic Control (ATC) has become heavier due to the increase in airline traffic demands. In particular, human errors that lead to both major and minor accidents are considered a serious problem for safety management in ATC. We examined the functional problems in an ATC system from aspects of human factors, and concluded that solution of this problem is to make some kinds of measures that might probe the problem in advance. This research focuses on development and validation of an ATC simulation system that includes air traffic controller’s mental model. This system is aimed for use in human factors analysis of task processes in ATC.
