The airport operator, contemplating a new era of unprecedented airport expansion, is seriously concerned that the myriad of environmental protection laws and policies will prevent solving the airport dilemma. The FAA is optimistic that the environmental requirements, along with new planning resources, will cause airport development activities to steer a different but highly productive course. The climate for development had been poor before the new statutes and could very well be improved in that a well informed public and an environmentally acceptable airport could be the trend of the future.
