This report gathers material concerning the main automotive regulations which worked as a reference for the origin and formation of Brazil automotive regulation, the CONTRAN - “Conselho Nacional de Trânsito”. The reference is objective on regulations such as FMVSS - “Federal Motor Vehicle Safety Standard”, from USA and UNECE - “Economic Commission for Europe of the United Nations” where the focus will be given to the work being developed by the WP.29 - “World Forum for Harmonization of Vehicle Regulations”, belonging to UN. The purpose of this work is to present aforesaid regulations recording their origins and rulemaking processes in order to have a material for future search in just one reference, finalizing with a stand point of view of Brazilian automotive regulation facing the globalization as result of an analysis on current development stage the aforesaid automotive regulations are, their influences on exporting and importing markets, markets in expansion either as customers or as potential co-designers of abroad companies, ending up on a proposal of automotive regulation for Brazil and Mercosul with a globilizing vision.
