The report describes a proposal for construction of legislative route 1022 (Traffic route 219 relocated), a limited access highway, beginning between Hastings and Barnesboro on Legislative Route 11049 Cambria County; continuing through Jefferson, Elk and Indiana Counties to Traffic Route 153, Clearfield County, Pennsylvania. The direct environmental impact deals with providing an efficient and safe highway facility between Barnesboro-Hastings, Cambria County and Challenge, Elk County, reducing in consequence accidents, travel time and road user costs. One of the positive impacts on the area involved should be the attraction of new industries. One of the permanent and unavoidable adverse effects is the loss of land required by roadway construction that cannot be replaced. Construction of this limited access facility will affect the habits of the wildlife in the area due to the necessary right-of-way fencing.
