This briefing discusses the Air Force Space Command's (AFSPC's) Spacelift Development Plan. The AFSPC seeks to have affordable responsive lift for a full range of payloads. Thus it is studying a range of vehicle options -- expendable boosters, partially reusable vehicles with reusable main booster and expendable upper stages, and fully reusable vehicles. Gen. Kehler's perspective is given.
