The report describes the theoretical construction and statistical estimation of an econometric model of freight shippers' modal choice decisions: the decisions that determine the relative shares of all freight business allocated to rail, truck, air, or other modes of transport. It was designed to predict how an individual shipper might react to each problem of the choice among modes for a single commodity shipment. (Author)
