This report examines the feasibility of using public school buses for nonpupil transportation purposes. Case studies involving the actual use of school buses for nonpupil transportation in various areas of the United States are examined. Feasibility studies which consider the use of school buses for nonpupil purposes are examined. The issues and problems involved in the nonpupil school bus use, such as state laws, insurance, and safety, are discussed. The report concludes that several legal and institutional changes are needed to encourage a more wide-spread nonpupil use of school buses.
