The Earth Observing System (EOS) is the centerpiece of NASA's Mission to Planet Earth program and its main contribution to the international effort to study the earth on a global scale. The goal of EOS is to create a unified scientific observing system that will permit studies of the earth's atmosphere, biosphere, oceans, land surfaces, and polar regions. This report focuses on NASA policies and international principles governing U.S. commercial access to information collected by the multibillion dollar EOS satellites.
