The present invention relates to a system and a method for predicting the occurrence of a traffic accident on a frozen road. In accordance with the present invention, the method includes the following steps of: acquiring traffic accident data including traffic accident information having occurred in a frozen road condition of a predetermined area, wherein the traffic accident information includes the number of accidents and the number of casualties for each accident occurrence location during a predetermined period; constructing learning data by dividing an orthoimage of the predetermined area into a plurality of sections, and matching marking values calculated for the plurality of sections based on the traffic accident data to the divided orthoimage; training a traffic accident occurrence prediction model using learning data; and inputting an orthoimage of an area of interest into the traffic accident occurrence prediction model to output a traffic accident occurrence prediction result of the area of interest. In accordance with the present invention, the system provides the traffic accident occurrence prediction result on the frozen road surface, thereby enabling a driver to consult the result for actual driving, which can lead to a drop in the traffic accident occurrence probability. Moreover, even a road management subject can consult the traffic accident occurrence prediction result on the frozen road surface, thereby taking preemptive safety action preferentially for an area with a high risk level.

본 발명은 결빙 노면 상의 교통 사고 발생 예측 시스템 및 방법에 관한 것으로, 본 발명에 따른 방법은 미리 정해진 지역의 결빙 노면 상태에서 발생한 교통 사고 정보를 포함하는 교통 사고 데이터를 획득하는 단계 - 교통 사고 정보는 미리 정해진 기간동안 사고 발생 위치별 사고건수 및 사상자수를 포함함 -; 미리 정해진 지역을 촬영한 정사영상을 복수 개의 구획으로 분할하고, 교통 사고 데이터를 기초로 복수 개의 구획에 대해 구해지는 마킹값을 분할된 정사영상에 대응시켜서 학습 데이터를 구축하는 단계; 학습 데이터를 이용하여 교통 사고 발생 예측 모델을 학습하는 단계; 및 관심 지역의 정사영상을 교통 사고 발생 예측 모델에 입력하여 관심 지역의 교통 사고 발생 예측 결과를 출력하는 단계; 를 포함한다. 본 발명에 의하면 결빙 노면 상의 교통 사고 발생 예측 결과를 제공함으로써 운전자가 실제 주행에 참고함으로써 교통 사고 발생 가능성을 낮출 수 있다. 또한 도로 관리 주체도 결빙 노면 상의 교통 사고 발생 예측 결과를 참조하여 위험도가 높은 지역에 대해 우선하여 선제적인 안전 조치를 취하도록 할 수 있는 장점이 있다.
