Provided are a ship monitoring system and a ship monitoring device, which can improve the certainty of handling alarms. An alarm release unit (13) releases an alarm when approval is obtained from a first approval unit (14) and approval is obtained from a second approval unit (21). Therefore, the alarm release unit (13) can consider not only approval from the first approval unit (14) but also approval from the second approval unit (21) as a condition for alarm release. In this case, even if a crew member has obtained approval from the first approval unit (14), the alarm will not be released unless approval is obtained from the second approval unit (21). In other words, the crew member cannot unilaterally release the alarm easily, thereby improving the certainty of handling alarms by requiring appropriate handling and approval for alarm release after sufficient confirmation.

알람에 대한 대처의 확실성을 향상시킬 수 있는 선박 감시 시스템, 및 선박 감시 장치를 제공할 수 있다. 알람 해제부(13)는, 제1 승인부(14)에서의 승인, 및 제2 승인부(21)에서의 승인이 이루어진 경우, 알람의 해제를 행한다. 따라서, 알람 해제부(13)는, 제1 승인부(14)에서의 승인뿐만 아니라, 제2 승인부(21)에서의 승인도, 알람 해제의 조건으로 할 수 있다. 이 경우, 승무원이 제1 승인부(14)에서 승인을 행했다고 해도, 제2 승인부(21)에서의 승인이 이루어지지 않는 한, 알람이 해제되지 않는다. 즉, 승무원에 있어서는, 독단으로 용이하게 알람 해제를 행할 수 없게 되기 때문에, 충분히 확인을 행한 후 알람 해제를 위한 대처 및 승인을 행한다. 이상으로부터, 알람에 대한 대처의 확실성을 향상시킬 수 있다.
