To provide an on-vehicle computer that can securely operate an external apparatus when the external apparatus is connected to the on-vehicle computer, and connect to an on-vehicle network in a manner that allows the on-vehicle computer to cooperate with another on-vehicle control device.SOLUTION: An on-vehicle computer includes: physical resources including a communication unit that communicates with an on-vehicle control device via an on-vehicle communication line, a control unit, and a storage unit; a connection unit to be connected to an external apparatus; and a management processing unit that generates a virtual control device by allocating the physical resources when the external apparatus is connected to the connection unit. The virtual control device operates as a virtual on-vehicle control device that controls operation of the external apparatus connected to the connection unit and is connected to the on-vehicle communication line.SELECTED DRAWING: Figure 3
