PROBLEM TO BE SOLVED: To provide a vehicle controller which can sufficiently satisfy a legal requirement, and a method of the vehicle controller.SOLUTION: There are provided a vehicle control system and a method for detecting a position of a priority vehicle with an activated display, and reducing a speed of an object vehicle. As an example of the priority vehicle with the activated display, there is an emergency vehicle with an activated emergency display lamp. As an example of the priority vehicle with the activated display, there is a school bus with an activated stop display lamp. As an example of the priority vehicle with the activated display, there is a school bus with an activated stop display sign.
