PROBLEM TO BE SOLVED: To solve the problem that a spatial and temporal resolution of a weather forecast value is not sufficient in determining whether or not an artificial satellite, debris, etc., can be observed by an optical telescope.SOLUTION: An observation plan creation support device for an optical telescope includes: a telescope data storage part 11 for storing telescope data 21 including an installation place of an optical telescope 1, and maximum observable range data 24 which determines a maximum observable range 23 of the optical telescope; a predicted trajectory storage part 12 for storing a predicted trajectory 10 including an altitude for each observation object candidate 9; an unobservable range determination part 13 for determining an unobservable range 22 of the optical telescope 1 from data 6 on a situation of the sky over the telescope indicating a situation in the sky over the optical telescope, which is input from the outside; an observable range determination part 14 for determining an observable range 9 which can be observed by the optical telescope 1 from the maximum observable range data 24 and the unobservable range 22; and an observation propriety determination image creation part for creating an observation propriety determination image 8 which is an image superimposing the observable range 9 and the predicted trajectory 10.SELECTED DRAWING: Figure 2
