PROBLEM TO BE SOLVED: To easily provide highly accurate congestion prediction information of each mesh-like area without making a user set a destination at a client side on the basis of probe data.SOLUTION: The traffic congestion prediction device comprises: a congestion stop vehicle determination part 304 for determining a vehicle involved in a congestion in each area of a map; a congestion stop vehicle number calculation part 305 for calculating the number of congestion stop vehicles in each area of the map; a congestion escape vector calculation part 306 for calculating an escape direction and escape speed from each area; a congestion stop vehicle prediction part 307 for predicting the number of congestion stop vehicles in each area after a fixed time; and a congestion degree prediction part 308 for predicting a degree of congestion in each area after the fixed time.SELECTED DRAWING: Figure 1
