A surveying device 15 measures a surface profile of a terrain of a worksite 14 and generates actual surface profile data. Route data is received for a work machine 11 moving over theterrain. Machine operational data is received indicative of at least one simulated operating parameter of the work machine whilst moving along the route 12. The data is processed to generate simulated monitored operating condition data indicative of the monitored operating condition based upon a machine model and/or simulation algorithm. A work machine is moved along the route over the terrain in accordance with an actual operating parameter and actual machine operational data is generated. A sensor generates actual monitored operating condition data indicative of the monitored operating condition as the work machine moves along the route in accordance with the at least one actual operating parameter. The actual monitored operating condition data and simulated monitored operating condition data is processed and the machine model is updated.
