An autonomous vehicle and methods of transitioning control are provided. Signals are received from a plurality of data collectors 110, representing operating characteristics of a vehicle and an environment surrounding the vehicle. A plurality of operational factors are developed based on the signals, and input to a computing device 105. The vehicle is controlled, via a controller 108 that is connected to the computing device 105, according to one of at least three levels of control, including an autonomous, a semi-autonomous, and a manual level of control, based on the operational factors.
