This underwater acoustic deception system protects a ship from a threat that is underwater or above the water by using an acoustic effect to deceive a sensor mounted on the threat. The underwater acoustic deception system comprises a control device, a laser oscillator, and an irradiation optical system. To make it so that bubbles (70) are generated at a prescribed position and a prescribed scale, the control device determines a focusing position at which laser light (50) is to be focused in the water and a laser light (50) irradiation parameter. The laser oscillator generates laser light (50) such that the same is focused in the water and generates bubbles. The irradiation optical system irradiates the generated laser light (50) toward the focusing position. A given sensor in the water is deceived by the acoustic effect of the bubbles (70) on the surroundings thereof.
