The invention provides an electronic mechanical braking device and system with a biased transmission shaft of a speed reducer and a vehicle. The electronic mechanical braking device is used for being fixedly connected with the braking calipers and driving the friction plates to brake the wheels. The electronic mechanical braking device comprises a braking motor and a speed reducer. The brake motor comprises a rotor and a stator. The speed reducer comprises a transmission shaft and a planetary gear set. The axis of the transmission shaft and the axis of the rotor are offset in the radial direction of the brake motor, the rotor is used for driving the transmission shaft to rotate around the axis of the rotor, the transmission shaft is used for driving the sun gear of the planetary gear set to rotate through the planetary gear of the planetary gear set, and the sun gear is used for driving the friction plate through the feeding mechanism. According to the electronic mechanical braking device, the rotor is used for forming a structure similar to a planet carrier in the planetary gear set of the speed reducer, integration of the braking motor and the speed reducer is achieved, the axial size of the electronic mechanical braking device is reduced, and on the premise that reliable braking of the electronic mechanical braking device is guaranteed, miniaturization of the electronic mechanical braking device is achieved.
