The invention provides an electronic mechanical brake device with an embedded speed reducer and a vehicle. The electronic mechanical braking device comprises a shell, a braking motor, a coaxial speed reducer and braking calipers, the braking motor is used for driving the braking calipers to drive friction plates through the coaxial speed reducer, the shell is used for containing a stator and a rotor of the braking motor and a planetary gear set of the coaxial speed reducer, and the rotor is used for being in transmission connection with the planetary gear set; the stator, the rotor and the output shaft are coaxially arranged, and at least part of the planetary gear set is embedded in a center hole of the stator or the rotor. According to the electronic mechanical braking device, the planetary gear set is at least partially embedded into the center hole of the stator or the rotor, the axial size of the electronic mechanical braking device is reduced, and miniaturization is achieved.
