The invention discloses a steering engine controller for a helicopter hydraulic system ground test and a control method, and belongs to the field of electro-hydraulic servo control design. The controller comprises a front panel, a rear panel and a circuit board; the front panel is provided with a power switch and N control areas, each control area corresponds to one steering engine, and each control area is internally provided with an instruction input interface, M channel control switches and a plurality of test holes; the rear panel is provided with N output and input interfaces connected with the steering engine through cables; the instruction input interface is used for inputting a steering engine control instruction, and the control instruction is driven by the circuit board and then transmitted to a corresponding steering engine from the output-input interface to drive the steering engine to move. Meanwhile, a built-in sensor of the steering engine collects steering engine feedback data and feeds the data back to the circuit board through an output-input interface; the feedback data comprises position data of a steering engine actuating cylinder and speed and position data of a steering engine valve; the plurality of test holes are used for testing steering engine feedback data received by the circuit board.
