The invention relates to a rail train start-stop energy-saving system, and belongs to the technical field of energy conservation and environmental protection. Comprising the step of arranging an elastic cable system on a roadbed below a rail train platform. When the train enters the station, the cable head vehicle at one end of the elastic cable of the system is hooked, the elastic cable is stretched, the train is decelerated, and kinetic energy of the train is converted into elastic potential energy of the elastic cable. And then through rotation of the system hook, the cable head vehicle is hung on the roadbed hanging groove, the cable tail is hung on the tail of the train, and conversion of acting points of the elastic cable is achieved. When the train leaves the station, the system pulls the train to exit the station in an accelerated mode, and elastic potential energy of the elastic cable is converted into kinetic energy of the train. The system can store kinetic energy when a train enters a station through a simple structure and operation and is used for starting the train, energy waste is avoided to a great extent, meanwhile, abrasion of components of a traveling system is reduced, and carbon reaching peak and carbon neutralization are achieved in an assisting mode.
