A water ballast tank (8), a gyroscope (10), a functional equipment chamber (11) and a snorkeling equipment chamber (12) are arranged in the closed space, an air system (5) and a water system (6) are arranged in the snorkeling equipment chamber, the air system is connected with the air bag and the gyroscope, the water system is connected with the water ballast tank, the platform body floats on the sea surface under the rated sea condition, and the water system is connected with the water ballast tank under the severe sea condition. And the platform body sinks below the sea surface, and the platform body floats to the sea surface after the severe sea condition ends. A large number of spaces for people to move are formed in the interior and on the surface, and the overall structure is high in reliability.
