A system and method for detecting and mitigating anomalous vehicles by a host vehicle. The method includes: collecting external sensor information about a calibratable external area around the host vehicle; analyzing the external sensor information to detect a target vehicle traveling on the lane and motion of the target vehicle within the lane; judging whether the motion of the target vehicle in the lane is abnormal or not; if yes, the target vehicle is designated as an abnormal vehicle; allocating a risk score for the abnormal vehicle; and implementing a predetermined mitigation measure relating to the risk score assigned to the abnormal vehicle. The mitigation measures include one or more of alerting an operator of the host vehicle, alerting a vehicle proximate to the host vehicle, and at least partially controlling the host vehicle to further leave the host vehicle from the anomalous vehicle.
