The invention discloses a rotary actuator integrated with a gear vernier encoder and a control method, and relates to the field of aircraft equipment, the rotary actuator comprises a permanent magnet synchronous motor, a gear vernier encoder, a gear box, a rudder arm and a control circuit module; the control circuit module comprises a circuit board; the gear vernier encoder comprises a main gear, main gear magnetic steel, a main gear magnetic encoding chip, a vernier gear encoding chip, vernier gear magnetic steel and a vernier gear; the main gear is assembled at the bottom of a rotor shaft of the permanent magnet synchronous motor, the main gear is rotationally connected with the vernier gear through meshing, the main gear magnetic steel is installed on the face, away from the rotor shaft, of the main gear, the vernier gear magnetic steel is installed at the bottom of the vernier gear, and the main gear coding chip is arranged between the main gear magnetic steel and the circuit board. The vernier gear coding chip is arranged between the vernier gear magnetic steel and the circuit board; the rudder arm is rotationally connected with the top of the gearbox, and the bottom of the gearbox is connected with the permanent magnet synchronous motor through the top of a rotor shaft of the permanent magnet synchronous motor.
