The invention relates to a vehicle steering device and a vehicle steering system. The present invention addresses the problem of improving a vehicle steering system and a vehicle steering device provided in a vehicle capable of switching between a manual driving state and an automatic driving state, for example, simplifying the structure. In a vehicle steering system including this vehicle steering device, an upstream side portion provided with a steering member is connected to a downstream side portion through a link member so as to be movable in the width direction and pivotable in the vertical direction. The link member enables the upstream side portion to move in the width direction of the vehicle and enables the upstream side portion to rotate in the vertical direction of the vehicle. As a result, there is no need to separately provide a sliding device for moving the vehicle steering device in the width direction and a turning device for turning the steering member about the horizontal axis as in the vehicle steering system described in patent document 1, and the structures of the vehicle steering device and the vehicle steering system can be simplified.
