The invention discloses a rudder sealing structure and a rudder. The rudder sealing structure comprises a mounting seat plate, a first sealing ring and a second sealing ring, wherein a first mounting groove is formed in the inner circumferential surface of the mounting seat plate, and a second mounting groove is formed in the bottom surface of the mounting seat plate; the first sealing ring is arranged in the first mounting groove and is in sealing connection with the mounting seat plate; and the second sealing ring is arranged in the second mounting groove and is in sealing connection with the mounting seat plate. The first sealing ring comprises a sealing body part and a sealing part, the sealing body part is arranged in the first sealing groove and attached to the bottom wall and the side wall of the first sealing groove, and the sealing part is arranged on the sealing body part in a protruding mode.
