Concept of Central Business District as tool for planning is enlarged into triple concept; hard core, established area of most intensive land use, land values, and traffic; periphery, expansion and transition area contiguous to hard core, and frame, balance of central area uses generally delimited by topography or major transportation facilities; three case studied in South Africa where triple concept has been evolved as technique of analysis are examined.
