Author states that accidents are caused by excessive speeds, but rather than extend traffic control, roads should be designed to meet traffic requirements; road plan should be radial plus circular, circular road to surround central part of town, main arterial system to feed into sub-arterial roads by bridges and roundabouts, local roads communicate with one another and sub-arterials, all road junctions staggered, and business centers should be away from through traffic.
