In most of the existing highway capacity manuals, the traffic quality of critical areas (weaving, merge and diverge segments) at intersections on freeways is investigated separately. A total assessment of an intersection is therefore not available. This paper presents a new model considering the desired traffic quality of the total intersection. A combined degree of saturation which is defined as a function the degrees of saturation of the critical areas is used for defining the traffic quality. This model is already incorporated in the upcoming German Highway Capacity Manual (HBS2011).
