The Navy submarine program is affected by at least 20 Federal environmental laws and their implementing regulations, several international conventions, and individual State laws and implementing regulations that govern submarine ports. Submarine waste disposal issues derive from operating submarines as well as from recycling submarines at the end of their useful life. This article provides insights into some of the specific issues related to submarines and into the headquarters level management of submarine environmental health and safety issues.
