The problem with software is people: people who manage the process, people who do the systems engineering, people who do the programming, people who do the validation and verification, people who maintain configuration management and, perhaps most important of all, people whose requirements statement initiates the entire process. The difficulty, or even impossibility, of writing definitive requirements for software intensive systems, such as C4I, at the beginning is a fact the industry must recognize.
