Das neue europäische Zugsicherungs- und -leitsystem ETCS (European Train Control System) ist zwischenzeitlich auf mehr als 4000 km Strecke in Europa installiert. Weltweit kommen sogar noch einige Tausend Kilometer an ETCS-Strecken hinzu. Vielfach handelt es sich bei den ETCSInstallationen außerhalb von Europa um Strecken ohne grenzüberschreitenden Verkehr. Die eigentliche Idee von ETCS in Europa ist es jedoch, den grenzüberschreitenden Verkehr sozusagen barrierefrei zu gestalten. Triebfahrzeuge und Triebfahrzeugführer sollen statt einem ständigen Wechsel von Zugsicherungssystemen einheitlich in Europa verkehren, also interoperabel. Ob dieses Ziel überhaupt zu erreichen ist, darüber werden teils hitzige Debatten geführt. Die Ausführungen im Beitrag sollen die Diskussion versachlichen und anschaulich verdeutlichen, dass die Situation eigentlich ganz einfach ist.

The new European train control system ETCS has been installed to date on over 4000 kilometres of railway track in Europe. And to that can even be added a further several thousand ETCS-equipped lines in the rest of the world. Outside Europe, it is frequently the case that these ETCS installations are on lines without cross-border traffic. But within Europe, the idea behind ETCS is actually to make cross-border rail services barrier-free, as it were. Instead of constantly switching between train control systems, trains and drivers are supposed to run to a uniform standard in Europe, i.e. interoperably. Whether this objective can actually be attained at all is a subject of often heated debate. The aim of the arguments in this paper is to put the discussion on a mora objective footing and demonstrate in a very clear way that the situation is actually quite simple.
