Die Verkehrsinfrastruktur ist ein ueberaus wichtiger Faktor fuer ein funktionierendes Verkehrssystem und fuer eine prosperierende Volkswirtschaft. Mehr Wirtschaftswachstum setzt mehr Verkehr voraus und dieser erfordert mehr und leistungsfaehigere Verkehrswege. Die Unterversorgung mit Verkehrsinfrastruktur ist ein chronisches Problem - nicht nur fuer Deutschland, auch fuer Europa. Die Folgen sind Ueberlastungen, Zeitverluste, Kostensteigerungen, Verkehrsunfaelle, Umweltbelastungen. Sie treffen nicht nur die Verkehrsteilnehmer, sondern strahlen auf die gesamte Wirtschaft in Form von Produktivitaetsverlusten, verminderter Wettbewerbsfaehigkeit und Beschaeftigungseinbussen aus.
The article investigates the capacity situation of the present German transport infrastructure and its perspectives for 2015. The study mainly focuses on the capacities of the road and railway network and the situation at airports. Due to the future traffic growth the bottlenecks will increase. As a consequence, there is a considerable burden for the economies' efficiency and a loss of welfare. The challenge for transport policy is to provide for a competitive transport infrastructure. It is necessary to enlarge and to maintain roads, railways and airports properly. It is likely that the transport infrastructure capacity will not grow as fast as transport demand. Furthermore, the possibilities of capacity enlargement are limited. Therefore, in the future the quality of transport infrastructure will become more important. The key problem for an offensive transport policy is to reserve sufficient funds for the upgrading of infrastructure.
