A dynamic fleet management system enables a fleet operator to respond to changes in demand, driver, vehicle availability, and vehicle operation status. The availability and declining costs of telecommunications and information technology have provided the opportunities for such a system tu use real-time information to enhance the productivity and performance of fleet operations. This real-time updated information may come from different resources, such as public communication facility, internet or some subscribed services. In this paper, however, we have been exploring the utilization of the resources on an individual vehicle. By integrating different ITS (Intelligent Transport System) devices with on-board electronics through vehicle networks, the work has proved that the on-vehicle information could be a useful resource for a dynamic fleet management. The network integration method has provided a single entry point for a dynamic fleet management to access to information resource. The concept of event engine proposed in the paper can reduce the airtime charge and ensure only necessary information to be transmitted. This avoids adding computing load on a dynamic fleet management system. The effect of introduction of the real-time on-vehicle information on performance of a fleet management system will be investigated in the future work.
