The appearance in the 1960's of marine air cushion vehicles (ACVs) on international commercial operations focussed attention on the need to develop new means of achieving uniform safety standards. The problems resulting from design and operating features of these and other craft are reviewed against established standards for conventional ships. These problems were initially considered in a fragmentary fashion, resulting in potential inconsistencies in safety. The interaction of various design and operating features as they affect safety, which determined the need for a cohesive approach to safety of such craft, is discussed together with the evolution of new philosophies upon which a new safety code was developed.
