In accordance with the concept of EMP protection through impervious barriers, the protection can be placed at any level in the system so long as one or more topologically closed barriers are formed. In systems having two natural levels of protection, such as equipment cases and system level structure, there are several ways to allocate the protection between these levels. The way the protection is allocated between the levels has important consequences on the ability to evaluate and maintain the system protection, and, therefore, on the confidence in the protection. This paper discusses four options for allocating the protection and discusses the merits of each.
