For the orbit control of a geostationary satellite two software packages have been developed at ESOC. The one package, called MSSS, was developed simultaneously with the design of the satellite and therefore changes in satellite hardware influenced the software requirements. The other package, named PEPSOC, was developed recently according to fixed requirements, and in addition MSSS was used as prototype. The constraints put on software development aspects (such as design, portability, usability etc. ..) resulting from fluid requirements (MSSS case) and from fixed software requirements (PEPSOC situation) are discussed.
