In spite of an uninterrupted rapid progression in technology, the efficiency of our acquisition process and the effectiveness of its end products continue to disappoint and frustrate the civilian and military authorities responsible for evolving, operating, and supporting a mission-ready defense force second to none. Routine field experience data evidence high rates of non-mission-readiness, even when judged by the relaxed criteria of low impacting peacetime operations. The 1980 experience in Iran was a tragic and shameful example of the performance potential of at least some of our systems in a combat-type environment.
