The body of information presented in this paper is directed to public decision makers considering the inspection/maintenance approach to controlling mobile source emissions. The paper presents the results of a study undertaken to estimate the costs of New Jersey's motor vehicle exhaust emissions inspection/maintenance program. Both the background and development of the system and the methodological framework used to estimate costs are described.
