Due to the limitation width of seaport navigation channel, most of them are partial two-way navigation rule, that is, small ships sail in two-way navigation rule while large ships need to wait for no ship in the opposite direction before entering the channel, which makes the waiting time of large ships longer than that of small ships. Therefore, in order to shorten the waiting time of large ships and make the waiting time fair for large ships and small ships, this paper studies and proposes different rules for ships entering and leaving the port, and selects average waiting time (AWT) and the proportion of ships that can be served as the performance measures. Then a ship navigation operation simulation model developed and the proposed model is applied to Guangzhou port navigation channel. The results show that LMSFS rule can effectively shorten the waiting time of large ships and keep the waiting time of small boats at an acceptable level, which consider the fairness of receiving services for small ships and large ships.
