Traffic congestion has been an area of a serious problem across the globe, which traffic engineers everywhere are trying to solve. The principal cause especially, the existing framework is incapable to accommodate the present demand. An essential portion of working hours is getting wasted on the roadway due to traffic congestion which indirectly put an adverse effect on the overall economy, health and the environment. There has been many research conducted to investigate the effect of traffic congestion. However, the result has not been much gratifying. In the present study, congestion prediction is attempted under heterogeneous traffic conditions to determine their feasibility under the Indian traffic scenario and proposes better suggestions in controlling and evading these prolonged traffic congestion. The urban road networks were considered as a study area. The license Plate matching method using video graphic survey is preferred to collect the required data for morning peak hours considered from 7:00 AM to 10:00 AM and off-peak hours considered from 1:00 AM to 3:00 AM to estimate travel time of different category of vehicles for selected sections of the urban road network system. Congestion indices for each direction and each road were evaluated from the data collected from video recording. The study primarily focused on congestion indices and the operational efficiency of the urban road network. The effect of traffic congestion on the economy, the environment and health were analyzed under mixed traffic condition and possible mitigation measures have been suggested.
