Planning Conflict
The City Planning Staff are legally and ethically obligated to protect the health, safety, and welfare of the public while implementing the Comprehensive Land Use Plan. The Comprehensive Land Use Plan has been developed by the City Staff, endorsed by the citizens, and approved by City Council to guide future land development, and therefore, influences this rezone request. The City Planning staff are charged with preparing a report addressing the rezone request, documenting a need for the convenience store, and covering the citizen input from the public hearings. It is important that they serve as public trustees' of the property development with the report honest and unbiased based on the information available. Information at the public hearing should be factual without any inference that a City decision on the rezone has been made. The fact that the Councilperson directly contacted City Staff should be brought to the attention of the appropriate City Manager.
