The basic purpose of the study is to analyze how relevant actors may respond to the U.S. Maritime Strategy and what effects this can have on Swedish security. The problem is handled in three steps: (1) Different Soviet options to counter the Maritime Strategy are identified and compared; (2) Alternative Norwegian responses to the new circumstances in the Northern Area are discussed, and (3) These developments are used as inputs to analyze the consequences for Sweden.
